The massive increase in user bandwidth generated by HSPA mobile broadband data services has shifted the cellular bottleneck from the radio interface to the backhaul segment of the network. Service revenues, especially in competitive markets, are not keeping up with the growth in backhaul traffic, resulting in flat or declining ARPU.
