“We hope that Alfa will take time to study the proposal more carefully. Both analysts and a representative of the Russian government have called this a constructive and logical proposal. We have presented today a proposal for what all parties agree is the optimal way for VimpelCom to enter the Ukrainian market – by the acquisition of Kyivstar,” said Jan Edvard Thygesen, Telenor Executive Vice President and Head of Eastern/Central Europe.

Mr. Thygesen continued, “Based on our experience with Alfa as a co-owner, the market-based separation mechanism is a reasonable and appropriate condition. Separation mechanisms such as the one we have suggested today are common, and indeed appropriate, in situations where you have two strong shareholders. We understand Alfa is a party to such an arrangement in at least one of its investments.

Our request to the Federal Antimonopoly Service is required in order to comply with the law in the implementation of this mechanism. Alfa says it supports the expansion of VimpelCom into Ukraine through the acquisition of Kyivstar and this proposal is a fair, market-based means of achieving that.”
